Four Star Rating System of Texas Elementary Schools

The November, 1996 issue of Texas Monthly magazine published a report rating 3,172 Texas elementary schools on a system which gave them between zero and four stars. The purpose of the system was to control for the influence of the students' socio-economic status. In other words, since many inner-city school districts point to research showing the adverse impact of economic disadvantage on academic achievement, the report's authors compare schools only to other schools with an economically equivalent student body. The standard PISD spin on this report was to say "It was based on improvement, and, since PISD already does so well, of course we have a lower percentage of improvement in test scores." NEWS FLASH: this study had absolutely nothing whatsoever to do with improvement, and anybody who has read it knows that. Draw your own conclusions, and, as always, we welcome your comments.
