"Another inconsistency in educational facilities noted by the auditors was the absence of cafeterias in seventeen of the district's elementary schools. Lunch time gives students an excellent opportunity to develop interpersonal and social skills. School dining areas should be well illuminated and ventilated spaces that provide students with a pleasant dining envrionment. Dining areas should also be zoned so as to isolate sound from instructional areas. Classrooms are not conducive to being good dining areas for students."
