Auditors reviewed 101 sets of Board minutes and agendas from a three year period.
"The data indicate that approximately 82% of the agenda dealt with the business, finance and operations portions of the district. Conversely, only 18% dealt with instructional concerns. It cannot be assumed from this information that just 18% of the board's time was spent on instruction. Unless time was recorded for length of each discussion, that information is unknown. However, minutes do record priorities. As such, instruction has not been at the top of the list."
USP Editors' comment: Historically, board members have shown little interest in validity, or objectives of new curriculum, preferring to defer to the "experts" in administration.
